The project was finished at Dec. 31st, 2008 and project items are described as followed: Basic information and pollution sources of Nyo-tzo River (Pu-Zi River basin) and Ba-Zan River in Chiayi city were collected and investigated, and caught on distribution of pollution. The researches include pollution distribution, type of contaminations, land utilization, nature, humanities, social environment, and sewage system and so on. The practice plan of the water quality improvement was compiled to reduce the pollution from municipal wastewater, industrial wastewater and others. The wastewater prevention manuals concerned about metal products and surface manufacture and electroplating were also completed. The methods were made to solve foul smell from city water channels and The Riverbank Park and estimating effects of established wastewater treatment system the west water channels, Ding-Zhuang community and Brigde Jun-Hui. Designated three sites among in Nyo-tzo River basin, Ba-Zan river basin and the branches were assessed to construct the new treatment system. The three sites are located in the wastewater treatment system by Brigde Jun-Hui (Ba-Zan River), Park Gong-San (north branch of water channel) and the flood plain by Bridge Tai-Lin (Nyo-tzo River). From the result of the estimation, the priority was wastewater treatment system nearby Bridge Jun-Hui. The designated location rights for Fifth River Management. The purpose will recover the function of detail designs and cut down the project budget. The established parameter of the wastewater treatment systems are described as followed, area 1.2 ha , feeding 1,200CMD by taking wastewater of Wu Feng Rd Storm Drain, average flow 0.43 m3/min, BOD loading 51.4 mg/L, NH3-N loading 12.8 mg/L, hydraulic retention time 2.4 day and BOD removal efficiency 60 %. It had organized Environmental Protection Administration, Fifth River Management, Chia-Nan Irrigation Association, Environmental Protection Bureau of Jiayi Country and Jiayi Country City, Economic Development Bureau, Transportation Bureau, Plan Office, Public Works Bureau, Department of Education, Fire Bureau and other experts into the administrative union of water improvement. The purpose of the union are sharing the information among sections and building water affinity environment. There were three conferences depending on the establishment work procedure had been held after making main work points. In addition, according to result of water pollution improvement this year addressed the improvement prospect and entire plan next year, and achievements inspection concerned about water pollution management by EPA.
